The Ministry of Transportation has issued a notice announcing the selection of a concessionaire for the D35 highway completion PPP project. The selected partner is the ViAlliance35 consortium.

The Ministry of Transportation has issued a notice announcing the selection of a contractor for the completion of the D35 highway between Opatovec and Mohelnice through a public-private partnership (PPP). The selected contractor is the ViAlliance35 consortium, consisting of Cintra Global SE, STRABAG Motorway GmbH, Budimex s.a., and Invesis B.V. The completion of this section will help finish the eastern highway connection between Bohemia and Moravia and, above all, relieve the burden on the municipalities through which traffic currently passes on the existing I/35 road.

The consortium met the specified qualification and bidding requirements and submitted the most economically advantageous bid. The net present value of the proposed availability payments amounts to 71,323,843,913 CZK. The bidding process thus enters its final phase. A statutory period for filing objections begins upon delivery of the selection notice. Subsequently, the Ministry of Transport will proceed with further steps leading to the signing of the concession agreement, the text of which must be approved in advance by both the government and the Chamber of Deputies.

“By selecting ViAlliance35, we have taken a crucial step toward completing the D35 highway between Opatovec and Mohelnice. The team at the Ministry of Transportation worked diligently on the entire process; several rounds of clarifications regarding the submitted bids took place, and we gradually obtained all the necessary qualification documents. We did not base our selection solely on price, but also on the quality of the proposed solutions. The selected consortium brings together international companies that have successfully implemented similar PPP projects not only in Europe but also beyond. We now need to complete the legal and approval procedures so that we can sign the contract and begin work. Our goal is to start construction by the end of the year at the latest,” says Minister of Transportation Ivan Bednárik.


The project includes the construction, financing, operation, and maintenance of two new sections of the D35 highway—Opatovec–Staré Město and Staré Město–Mohelnice—with a total length of 35.4 kilometers. It will also include two tunnels: the nearly 4-kilometer-long Dětřichov Tunnel and the approximately 1.3-kilometer-long Maletín Tunnel. The concessionaire will subsequently also take over the operation and routine maintenance of the connecting 17-kilometer stretch of highway between Litomyšl and Opatovec, which is being constructed by the Road and Highway Directorate. These sections will be transferred to the concessionaire’s management at the same time the new sections between Opatovec and Mohelnice open to traffic.

The Ministry selected from among three final bids submitted in July 2026. In addition to the bid price, qualitative parameters relating to the condition of the highway upon its return to the state at the end of the concession were also evaluated. The basic quality standard for the highway was established contractually in the form of minimum technical requirements for construction, as well as for subsequent operation and long-term maintenance. This also includes a necessary penalty mechanism in the event that the concessionaire fails to deliver the desired quality of services. Bidders were also given the opportunity to propose optimizations to the technical solution that would generate savings for the state while meeting the minimum technical requirements.
 

The concession agreement must be approved by the government and the Chamber of Deputies

Once the statutory deadlines have expired and the procedures related to the selection of the contractor have been completed, further steps will be taken prior to the conclusion of the contract. At the same time, the Ministry of Transportation is submitting the draft concession agreement for inter-ministerial review. Once this process is finalized, the document will be presented to the government and the Chamber of Deputies.

“With the announcement of the selection, we are entering the final phase of the procurement process. Since mid-July, when we received the binding bids, we have reviewed thousands of pages of submitted documentation and assessed them for completeness. In accordance with the Public Procurement Act, we then conducted a detailed review of the lowest-priced bid to ensure its compliance with the terms of the tender documentation and conducted several rounds of clarification regarding the submitted information. Following the evaluation, the bidder was asked to submit all necessary qualification documents regarding all relevant facts, which occurred at the end of last week, allowing us to proceed with the formal notification of the contractor’s selection. At the same time, we have already prepared all the necessary documents for discussion in the government and subsequently in the Chamber of Deputies,” explains Jan Ornst, head of the independent PPP Projects Department at the Ministry of Transportation.

 

The Road and Motorway Directorate secured the necessary permits and completed the property-related preparations for the project. Selected preparatory work, including archaeological surveys and the relocation of utility lines, was also carried out in advance. Unlike the D4 PPP project, the D35 PPP project allows for the immediate commencement of preparatory construction work upon the signing of the concession agreement.

This will be followed by the concessionaire’s execution of financing agreements, which is expected to take place in the first quarter of 2027. Upon fulfillment of these conditions, the concession agreement will take effect.

The government will pay only for a high-quality and accessible highway

The concessionaire will ensure the construction and financing of the highway and will subsequently be responsible for its operation and maintenance to the extent specified in the contract. Through the State Transport Infrastructure Fund, the government will begin making availability payments only after all newly constructed sections have been completed and put into operation. The amount of these payments will depend on the highway’s availability and the quality of services provided. Deductions will apply in the event of non-compliance with contractual requirements. Thus, the government will pay only for what it actually receives.

For drivers, tolls will be the same as on other Czech highways. Revenues from highway vignettes and tolls will remain the income of the State Transport Infrastructure Fund.
 
The completion of the D35 will improve connections between eastern Bohemia and central Moravia, relieve traffic in municipalities along the existing I/35 road, and offer an additional highway route for travel between Bohemia and Moravia. Currently, the Road and Motorway Directorate is constructing a total of 41.3 km across 5 sections. The section between Sadová and Plotiště is expected to open to drivers later this year.
