Drivers can check their penalty points balance, collect driving licences and licence plates The transport portal now allows the use of digital powers of attorney. Based on the power of attorney, driver's penalty points account can be checked, data from the driver register read, the vehicle registration certificate or licence plates collected, a whole fleet of vehicles controlled or the vehicle owner changed. Digital submission of the application for a driver's card to the digital tachograph and a driving licence with professional competence is also extended.

"The linking of the Representation Register with the Transport Portal is another step that will enable the digitalisation and modernisation of our services. It allows citizens and businesses to manage powers of attorney easily and quickly, which brings further time savings in the transport agenda," said transport minister Martin Kupka.

Since last December, legal representatives such as statutory representatives, parents or guardians have been able to view data and submit applications through the Transport Portal. A new option was added for the digital granting of powers of attorney between natural persons and legal entities.

"The Representation Register (REZA) was launched last year by the Digital and Information Agency (DIA), with a significant contribution from the Ministry of Transport. This ministry is also the first ministry to allow citizens to use explicit authorisations. I believe that the excellent cooperation with the Ministry of Transport will be an example for other ministries in the further use of REZA. The Czech Republic has now become one of Europe's leaders, and one of the few to offer a comprehensive solution for both digital and physical action in representation," said Martin Mesršmíd, Director of the Digital and Information Agency.

We will also launch new ePodání (eSubmission) applications by the end of April. They are designated for driver's cards for the digital tachograph and for driving licences with professional competence. The Transport Portal will also complete all known data on behalf of the applicant and deliver the digital tachograph card or driving licence to the designated municipality with extended jurisdiction after selecting the delivery point.

Starting in July, the delivery of the driving licence or digital tachograph card to a selected distribution point or delivery box will also be possible.

For over two years, the Transport Portal has been offering a wide range of digital services for drivers, vehicles, navigation and aviation. The new digital power of attorney function complements existing services and brings additional capabilities for efficient transport management. In addition to the powers of attorney mentioned, we plan to gradually add many new options this year and next.

Power of attorney for an extract from the penalty points balance:

The user can grant a power of attorney to another person to obtain an extract from the driver's penalty points on the drivers’ behalf.

Power of attorney for obtaining data from Drivers’ Register:

This power of attorney allows the authorised person to access data from the Drivers’ Register, such as information on driving licences, professional competence, driving bans and offences. Both of the powers of attorney mentioned above are useful for example for transport companies that need to know whether their driver-employee has lost the driving licence because of reaching the full number of penalty points.

Power of attorney to collect the Vehicle Registration Certificate (in Czech: ORV) and licence plates (in Czech: RZ):

The user may authorise another person to collect the Vehicle Registration Certificate or licence plates on the user's behalf. This is not only practical for companies with larger fleets, but also a great solution for families.

Power of attorney for all steps associated with vehicle operation:

This power of attorney allows the authorised person to take any action related to the operation of vehicles, management of vehicle data, checking the validity of technical inspection certificate (in Czech: STK) and insurance. This is practical for example for businesses that manage larger fleets and need to delegate these powers to their employees.
