Mobile Expert Units will continue to supervise freight transport but in a new format: as the Road Transport Inspection (INSID). This was made possible by an amendment to several road laws, the draft of which was approved by the members of parliament. The amendment also introduces a new form of flexible public transport, called demand-based transport. The draft amendments also envisage rules for autonomous vehicles or the delivery of driving licences to distribution points or boxes.
On Friday 21 February 2025, prime minister Petr Fiala, transport minister Martin Kupka and MEP Ondřej Krutílek presented concrete steps how to save the European automotive industry. Together with Italy, Austria, Poland and other countries, the Czech Republic is expanding the so-called Competitiveness Defence Alliance, which advocates for substantially greater freedom in meeting emissions targets, real technology neutrality, the lifting of the internal combustion engine ban after 2035 and a number of other steps that will preserve jobs in the European car industry.
The D35 motorway is an important alternative link between Bohemia and Moravia. After the successful completion of the public procurement, selected concessionaire will ensure, among other things, the construction and operation of 2 sections of the motorway using the PPP method. After the end of the qualification phase, the Ministry of Transport started a competitive dialogue with four shortlisted international bidders.
Správa železnic will secure another 130 level crossings this year, the costs should reach CZK 1.6 billion. Thanks to the continuous increase in safety at level crossings, the number of accidents has been reduced, with the lowest number of accidents in 5 years in 2024. A new campaign warning drivers against risky behaviour should also contribute to this positive trend.
It has been a year since citizens have been able to request a change of data in the Road Vehicle Registry online from their homes and save themselves a visit to the office. Over 30 000 vehicle owners have made use of the so-called “eSubmission” (ePodání) when applying for a change in the Road Vehicle Registry via the Transport Portal. The eSubmission option is mostly used by owners who are selling and buying a vehicle and when issuing a supplementary registration plate. Since the end of last year, the Transport Portal has also been made available to legal representatives of businesses, who can use the same options as citizens on behalf of their companies.
The Ministry of Transport is expanding services on the Transport Portal, which has been providing citizens with one-stop access to digital transport services for two years. Over the past two years, more than 1.5 million users have logged on to the Transport Portal. They for example displayed the Driver Registry 700,000 times and submitting more than 210,000 applications for a driving licence.

The Transport Portal adds more practical features to further expand our digital services for drivers. We are following up on the changes from the beginning of December, when we added information on the technical inspection, the possibility of online change of owner or access for legal entities.
As of 1 January 2025, selected Czech rail lines will be operated exclusively under the supervision of the European Train Control System ETCS. After one month of operation, two million kilometres travelled and with 1 600 trains per day on average, ETCS is proving to operate with a reliability of over 99%.
Správa železnic presented to the public the future layout of the new train lines in the Prague Railway Node. The Central Commission of the Ministry of Transport selected a variant from the Feasibility Study with two separate routes in tunnels and a two-storey central station under the main station. In addition, it added four more underground stops.
The year 2025 will be a year of continued “construction offensive” for everyone involved in transport and for users, further safety improvements on rail and road, continued digitalisation of transport agendas and public transport development.
The Ministry of Transport, in cooperation with the Association of the Automotive Industry and the Association of Car Importers, prepared an amendment to the law that will fully utilise the potential of the current technical capabilities of cars sold in the Czech Republic and the EU. The amendment to the law is pending consideration in the Chamber of Deputies. The key points of the legislative changes were presented at an expert conference organised by Valeo, a major player in the development of technologies for autonomous vehicles.
The official state online shop edalnice.cz warns against fraudulent SMS trying to extort money for alleged fines for driving without a valid sticker. This is just another way fraudsters are trying to get rich on the Electronic Motorway Sticker System.

One of the State’s key tasks is to complete the missing transport infrastructure and ensure its operation. Safe and functional transport connections are one of the basic conditions for the further development of our country and its regions. We will also focus on further improving public transport, which must be affordable, easily accessible and offer a convenient alternative to individual means of transport.
The EU Agency for the Space Programme (EUSPA) has officially started its operation. A vast majority of the EU Space Programme will be newly managed from the Czech Republic such as the existing EU satellite navigation systems Galileo and EGNOS, Earth observation system Copernicus, upcoming telecommunication system GOVSATCOM as well as infrastructure for space traffic management, space weather and more. In addition, the EU Space Programme will incentivise entrepreneurship and innovations, involvement of small and medium businesses and other activities aimed at development and deployment of services based on users’ needs.
Thanks to some new legal amendments, life will be easier for drivers starting in July. Driving licences, driver's professional competence certificates and memory cards for the digital tachograph can now be obtained in any municipal department with extended powers. The applicant no longer has to submit a paper photograph when filing the application for a new licence or licence replacement. Also, the driving licence does not have to be changed if the place of residence changes. The legal fees for the driving licence changed as well. The replacement of an expired licence will still be free of charge.
